All transfers into or out of the Blaine County Sheriff's Office are managed and approved by Command Staff+. All individuals who open a transfer ticket must give a detailed written statement about why they wish to join BCSO. Their DA is to provide a written report of the transferee's internal disciplinary action record and an explanation for each disciplinary action taken if requested.
Lateral transfers from the rank of Probationary Deputy to Lance Corporals will be authorized following a 12-hour vote among the department's Command Staff with a 2/3rds majority.
Lateral transfers from the rank of Corporal or above will be authorized following a 12-hour vote among the department's heads team with a 2/3rds majority.
Any lateral transfer must have a suitable reason to transfer.
Cadets can transfer with little to no reason or stipulations.
All regular incoming transfers must, at minimum, drop one rank according to the table below.
Any incoming transferee cannot have any internal punishments within the last 14 days.
Not all subdivision certifications carry over during a transfer. Please refer to the list below for whether or not the certification will transfer, as well as any related stipulations/requirements:
Specialized Response Team
Does NOT transfer. If the transferee has applied and the application has been accepted, they will have to reapply. If the transferee has already been trained for their previous department's tactical cert, they will be excused from the application process but will need to be retrained.
Speed Enforcement Unit
Does NOT transfer. If the transferee has applied and the application has been accepted, they will have to reapply. If the transferee has already been trained for their previous department's high-speed cert, they will be excused from the application process but will need to be retrained. Additionally, if they were an instructor for their prior department's high-speed cert, they will need to complete one training under observation by an SEU Instructor to become one themselves.
K-9 & VICE K-9
Base certification transfers 1:1 if the incoming transferee was previously trained. VICE K-9 will require retraining.
Traffic Enforcement Unit & Grappler
Base certification transfers 1:1 if the incoming transferee was previously trained.
Motorbike Unit, Bicycle, Off-Road MBU, and High-Speed MBU
Base certification, bicycle, and off-road transfers 1:1 if the incoming transferee was previously trained. If the transferee has already been trained for their previous department's high-speed motorbike cert, they will be excused from the application process but will need to be retrained.
Marine
Base certification transfers 1:1 if the incoming transferee was previously trained and they will be transferring at the rank of Lance Corporal or above. Otherwise, no certs transfer.
Detective, Vice, and Auto Theft Task Force
Base certification transfers 1:1 if the incoming transferee was previously trained. Vice & ATTF certifications don't transfer.
Air Support Unit
Base certification transfers 1:1 if the incoming transferee was previously trained and they will be transferring at the rank of Senior Deputy or above. Otherwise, the transferee must be retrained.
Incoming transfers may NOT receive a supervisory position within a subdivision before being in the department for a minimum of 7 days.
All Law Enforcement Officers that transfer to BCSO and were a FTA or FTO within their previous department will be placed at Mentor status.
Upon transferring, or getting a transfer request denied, a mandated minimum of 4 weeks (one month) cooldown is enforced per JDC Policy. BCSO Command Staff & Heads reserve the right to deny a transfer for any reason; however, they must provide a clear and valid reason for review by the transferee and the other department involved.
Any exception to policies or procedures outlined on this page must be agreed upon fully and unanimously by a vote and discussions with all BCSO Heads. A clear reason for the decision must be made and published to department supervisors.
